Consultancy Opportunity: Technical Coordinator (LoGRI/IGC), Sierra Leone

ICTD’s Local Government Revenue Initiative (LoGRI) and the International Growth Centre (IGC) are seeking a technical coordinator to support property tax reform programs in Sierra Leone. The successful applicant will join programs that have been widely celebrated internationally as a model for effective property tax reform, with an opportunity to contribute to, and learn from, those innovative programs. 

The Technical Coordinator will join an existing team supporting property tax reforms in the capital of Freetown and other municipalities in Sierra Leone (Sierra Leone Property Tax Reform Programme). In Freetown and Kenema City, the work involves guiding the sustainability of reforms that have already been implemented. The work also includes introducing similar reforms focused on fairness and accountability in other municipalities in Sierra Leone. 

The technical coordinator will be the in-country technical point person for projects and will:

  • be involved in property identification, valuation, property database creation, and IT tools used by the reform team.
  • provide technical training and coordinate technical support to the local councils and relevant government offices.

The role will report to Rosetta Wilson, the Project Lead in Sierra Leone; to Evan Trowbridge, LoGRI Technical Lead for the project and to leadership of the IGC in Sierra Leone.

Evan Trowbridge

Evan advances the work of the Local Government Initiative (LoGRI), an ICTD initiative, through the collection, analysis, and management of data. Before joining the LoGRI team in Sierra Leone, he was the data manager at a local research organization. Evan’s prior experience includes four years of governance experience in Honduras, where he worked for USAID and a local NGO while also leading a small program for at-risk youth. His other work includes the International Innovation Corps and an association of philanthropic foundations. Evan has a Master of Public Policy from the University of Chicago Harris School of Public Policy and undergraduate degrees from Penn State University.

Priyanka Shah

Priyanka is the Communications and Events Officer for the Local Government Revenue Initiative (LoGRI). She is responsible for developing the initiative’s engagement with external stakeholders and manages LoGRI’s communications, outreach, and knowledge translation mandate. She has worked in the international development sector for over five years across communications, knowledge management, advocacy, and research roles. In her last role, she worked with Health Systems Global (HSG), where she helped manage HSG’s communications portfolio and deliver the Seventh Global Symposium on Health Systems Research (HSR2022) in Bogota, Colombia. Priyanka has extensive experience working with grassroots and global organizations in BMGF, USAID, and WHO-funded grants. Priyanka holds a BA (Hons) from University of Delhi, and a Master's in Conflict, Security and Development from the University of Sussex.
