After his psychology studies in Amsterdam and some years of work in the field Peter (Jongkind) worked for five years as a researcher at the Vrije Universiteit (Free University) of Amsterdam. In the late 80ties he joined the Ministry of Finance and the Dutch Tax and Customs Administration (DTCA).
He was responsible for major big business change programs such as the introduction of intranet and internet and the modernization of the revenue collection. He also worked as deputy director of the training and communication department of the DTCA. From 2011 Peter has been supporting tax administrations (national and local) in modernization projects in different countries such as Mozambique, Ghana, Greece and Peru.
Since January 2016 he has been working as project director local taxes for VNG International (the international department of the Association of Municipalities in the Netherlands) to develop and implement a collection led methodology and IT tooling to improve local tax revenues and public services. Examples are the Ghana TREE (Tax Revenues for Economic Enhancement) project, a decentralisation of property tax project in the Palestinian Territories and a water pricing project in Ethiopia.
