Protocol 1 under the proposed UN Framework Convention on International Tax Cooperation is one of the most significant developments in international tax in years – a multilateral attempt to fix how governments tax cross-border services in a digital economy. Talks are moving fast, and the decisions being made today will shape what countries can and cannot tax for decades.

In this webinar, hosted by ODI Global, leading experts will walk through what is actually being decided, what is still contested, and what it could mean for countries’ ability to tax the digital economy. ICTD Associate Postdoctoral Fellow Frederik Heitmüller will be part of the panel, along with Faith Amaro (Institute of Advanced Legal Studies, University of London) and Liselott Kana (Co-lead on workstream 2, UN Tax Convention), with more speakers to be confirmed. ODI Global’s Mona Barake will moderate the session.

Frederik Heitmüller

Frederik Heitmüller is an Associate Postdoctoral Fellow with ICTD’s International Tax Team. His research focuses on policies against corporate tax avoidance, the influence of international norms in the Global South and global tax governance. He is also an independent consultant on tax policy. Prior to joining ICTD, he obtained a PhD from Leiden University, Netherlands, where he investigated the political economy of the BEPS Project in the Global South as member of the GLOBTAXGOV project, and taught courses on international and comparative taxation. He has a master’s degree in political science from Sciences Po Bordeaux and University of Stuttgart.
