Mary Baine

Executive Secretary, African Tax Administration Forum
Mary Baine is the Executive Secratary of the African Tax Administration Forum (ATAF). Prior to her appointment in July 2025, she served as ATAF's Director of Tax Programmes. She also previously held posts in the Rwandan government, including that of Commissioner-General of the Rwanda Revenue Authority, and Permanent Secretary of the Ministry of Foreign Affairs.
